Wow, where did you find all those info about Arrow ? I've looked at many places, but I couldn't find much about Isabel Rochev. They are very focused on Slade and Malcolm Merlyn. I am very happy to be right about her, Summer Glau truly is an amazing actress and we all know she can bring something great to this show. Learning about her motives and goals will be interesting. Plus Isabel Rochev started at a very different point than Slade and Malcolm, and every other. She started as an allied to Oliver in his company.
Laurel will make a better Canary than Sara I think, for one reason and its her point of view. She is absolutely not part of that universe, but she support this vision because she agree with it. A little bit like Felicity does. Sara is broken, but what is interesting about her is the assassins who want her back, there is something to do with it, maybe with her death, they'll introduce them in the show. Who knows, maybe the assassins will be against all of them, and we would see Oliver forced to team-up with Slade Wilson to win the fight. That would be incredible and amazing to see.

Not really. It's simply that Arrow didn't know if she will be evil or good, so they decided to create a bland character with little to no character development. For the first half of the season, Isabel Rochev was just standing around looking pretty and making concerned faces...but that's all. Talk about underusing Summer Glau's acting skills.
It's no surprise if the character didn't click with Arrow fans.
And yes, Team Arrow will find unexpected allies in the finale in order to defeat Slade's army.

At this point, the least they can do is have Isabel be present in any flashback scenes with Slade (if they ever show him again in the third season). This would give the writers the opportunity to explain to the audience on how the two got in contact with each other and show the training Slade put Isabel through before her business partnership with Oliver.
