Are the bad guys always the coolest people in films?

I was watching Skyfall, the twenty-third spy film in the James Bond series, the other day at the cinema (Great film) and once the film ended I thought to my self "Wow, Why are the bad guys always the coolest and do the most awesome things" Another example is Resident Evil. I mean who wouldn't think Wesker is badass. Having his own private military called U.S.S. (umbrella security service) Red and black theme.

What do you think? Is the enemy always coolest person in the film.
